美国移民局发布新使命宣言，弃用川普时期“美国优先”版本

移民局于2月9日发布了新的使命宣言（Mission Statement），不再使用川普时代「American First」版的使命宣言。
2005年，布什政府时期的移民局发布了第一份使命宣言，其中将美国称为「移民国家」（a nation of immigrants），并将移民福利申请人称作「我们的顾客」（our customers）。在奥巴马执政的8年里，移民局的使命宣言未作改动。
2018年，川普政府的移民局对使命宣言进行了修改，删去了「移民国家」的表述以及将申请人称为「我们的顾客」的说法，转而强调移民局所管理的是「合法移民系统」（lawful immigration system），并且在处理移民福利申请时，要「保护美国人和国土安全、捍卫我们的价值」（protecting Americans, securing the homeland, and honoring our values）。
拜登政府的移民局使命宣言则简短许多，川普时期「美国优先」的词语全部删除，也不再提「移民国家」，但指出美国是一个「欢迎与机遇的国度」（a nation of welcome and possibility），并且首次提到要尊重申请人（respect for all we serve）。
移民局三个时期的完整使命宣言如下：
- 布什/奥巴马时代：USCIS secures America’s promise as a nation of immigrants by providing accurate and useful information to our customers, granting immigration and citizenship benefits, promoting an awareness and understanding of citizenship, and ensuring the integrity of our immigration system.
- 川普时代：U.S. Citizenship and Immigration Services administers the nation’s lawful immigration system, safeguarding its integrity and promise by efficiently and fairly adjudicating requests for immigration benefits while protecting Americans, securing the homeland, and honoring our values.
- 拜登时代：USCIS upholds America’s promise as a nation of welcome and possibility with fairness, integrity, and respect for all we serve.
